Is this sentence grammatically correct?

On the GMAT sentence correction, it gives the following sentence as the correct answer. However, I don't think the placement of the modifying phrase is correct. Please help me on that.

"A new influx of unprecedented private investment should create a bright new future for manned space exploration, making the possibility of commercial space tourism much more viable than it was 10 years ago."

Clearly, the phrase "making ... ago" modifies the " a new flux of unprecedented private investment, not "manned space exploration". Therefore, it should be place next to "a new flux of unprecedented private investment"

Sense, rather than sentence-order, generally determines the referent of this kind of long participial phrase. The meaning here seems perfectly clear.
