I try to study English and I need help with following, please.
I don't understand construction in bold:
St Patrick's Hospital, which was completed last week, is to be opened this afternoon by the Minister of Health.
It is passive but how does it build? What does is, to be, opened mean in this sentence? How does active make?
Sorry my mistakes if they are, correct them too and explain sentence.

It is simply a formal way of saying "it is due/scheduled to be opened".
