What's the function of "and" in the following sentence.

Could someone kindly let me know whether the following statement is grammatically correct.
"This carpark only accepts Octopus Card for payment and NO reloading with automatic add value service."
What does "NO reloading with automatic add value service" imply? How about reloading with cash?

Yes, it's grammatically correct and 'and', as always, is a conjunction!
