Simple past or Past perfect or Present perfect?

The researcher finds a lot of articles about the famous cop having tampered with the evidence related to the arrests that he made.

or

The researcher finds a lot of articles about the famous cop having tampered with the evidence related to the arrests that he had made.

or

The researcher finds a lot of articles about the famous cop having tampered with the evidence related to the arrests that he has made.

Which one is correct and why?

#3 is best: the tenses match (present + present perfect).
