really hard dangling modifier help

hello. I'm studying for the new SAT and i came across a question i couldn't understand.
apparently, this answer choice is correct but i do not understand how

"Another visitor noticed my fascination with a tiny writing desk and its drawers, dotted with pin-sized knobs."

isn't this still dangling modifier?? since DOTTED WITH PIN-SIZED KNOBS modify the another vistor??
for instance, if i write...

the speaker explained his reasons, dazzling his audeince.
in this case, the modifier describes the subject = speaker

i was taught that participle phrase (modifier) always modifies the subject when used WITH COMMA

The rule that you cite does not necessarily apply to past participles (such as 'dotted').

The original sentence is perfectly OK, and clearly means "WHICH WERE dotted with...".
