ever notice VS have you ever noticed

Hey grammar gang,

As I understand, the 'ever' switch should be used in a present perfect situation, yet
I've heard the following being used: ever notice how yada yada?
Do you know what kind of a tense this belongs to, and whether is at all
a correct way of expressing the 'have you ever' idea?

This is a conversational abbreviation of "DID YOU ever notice...?"
