Are "adverb phrase" and "adverbial phrase" the same or not?

An adverb phrase is a phrase headed by a word that is normally classified as an adverb, e.g. 'very happily' (headed by adverb 'happily').
An adverbial phrase, or more commonly simply 'adverbial', is any word or group of words - including, but not limited to adverb phrases - that serves some kind of adverbial function, e.g. the entire subordinate clause of
When I was young, I could run fast.
which specifies when I could run fast.
