Use of article 'an' before a mass noun

Presented with 2 different article titles. Are they both grammatically correct?

1. "Will an entrepreneurial spirit help Singapore reinvent itself?"

or

2. "Will entrepreneurial spirit help Singapore reinvent itself?"

The article is about raising entrepreneurship levels in Singapore in general, not about identifying one particularly enterprising person.

Although I would be loath to rule #2 ungrammatical, #1 (because of the adjectival modification) is certainly the more stylistically felicitous.
