or
2. "Will entrepreneurial spirit help Singapore reinvent itself?"
The article is about raising entrepreneurship levels in Singapore in general, not about identifying one particularly enterprising person.

Although I would be loath to rule #2 ungrammatical, #1 (because of the adjectival modification) is certainly the more stylistically felicitous.
