Why inverse verb before the sentence

Plz help me to explain grammar structure of this sentence.
"Capital is currently the highest problem facing the country's infrastructure projects"
I think it should be:
"Capital is currently the highest problem that the country's infrastructure projects faces"
"Capital is currently the highest problem facing the country's infrastructure projects"
I think it should be:
"Capital is currently the highest problem that the country's infrastructure projects faces"
