to , ~ing difference

I am from Korea. I am a student.
I really want to know the exact meaning of to+verb and ~ing.

There are 2 sentences.

1 : The first man to go over the falls was 63 years old.


2: The first man going over the falls was 63 years old.

#1 means "The first man who went over the falls was 63 years old." and
"The first man who was about to go over the falls was 63 years old."
(just before he tried crossing so he might not have gone over , he just intended)
Both are possible???

#2 means "The first man who were going over the falls was 63 years old."
(He is in the middle of the action)

I want to know my understanding is right, please help me!

Both are possible with no significant difference in meaning.
Only the first, however, is natural usage.
