Hi there,
I recently read in a phone chat the following sentence, written by an English native speaker:
Solidarity is prevalent as a key element to redistributing jobs in our community.
Is that correct "to redistributing" or should it have been "to redistribute". And what are the grammatical bases, if the answer is the gerund form of the verb?

I would prefer to either 'a key element IN distributing...'
