If I write "Loire valley's chateaux" what word is explained ? is it Loire Valley that is explained by chateau or Chateau which is explained by Loire Valley.

From a grammatical viewpoint, the noun chateaux (strictly speaking, a French word rather than an English one, but...) is DETERMINED by the possessive noun phrase the Loire Valley's.
