Simple present or present continuous

The boy (not listen) to his mother.

The boy is not listening to his mother

The boy does not listen to his mother

Both are correct, right? But my teacher said only 1 can be used.

Yes, both are grammatical and meaningful.
Only context will determine which is appropriate.
