Should it be "light" instead?

As the lights turned red for the pedestrians crossing, an elderly man was spotted not halfway across the road.

Should it be "light" instead, as there is only one which turned red?

No, correct as written.
(Think about it: the light that turns red is NOT the same one that turns green!)
