all vs any

a. There is a ban on selling alcoholic beverages to any minors.
b. There is a ban on selling alcoholic beverages to all minors.

Which is grammatically correct?

To me (b) seems to be saying that you can sell them to some of them but not all of them.

Both grammatical, but 'any' and 'all' are quite redundant here (not to say, strange).
