a. In a dictatorship, prison is an institution where you don't have to be a criminal to be sent to.
b. In a dictatorship, prison is an institution where you don't have to be a criminal to be sent.

c. In a dictatorship, prison is an institution which you don't have to be a criminal to be sent to.
d. In a dictatorship, prison is an institution to which you don't have to be a criminal to be sent.

Which of the above are grammatically correct?
