I've got a question to ask. I can't make sense of this sentence. Is it even correct?
"There would have to have been a mention of two different government bodies."
Can we say "would have to have been"? Beacuse in my opinion it should be like There would have to be a mention of .......
I'll apppreciate your help.

Alternatively, "there would have had to be...".
Alternatively, "there would have had to be...".
