Could you help with the possessive case in titles? Is the phrase SINKEVICH BUREAU possible as a title of a bureau (company founded by a person with a family name Sinkevich), or only SINKEVICH’S BUREAU version is correct, and no exceptions?

Since English nouns frequently function adjectivally, as a company name, '(the) Sinkevich Bureau' would be perfectly acceptable. (The possessive form would in fact not be natural here.)
