Sentence as below:
"The Hungarian Prime Minister Viktor Orban has denied being racist after a close ally and friend resigned from his government over his comments describing western Europe as a mixed-race world."
My question is:
Regarding "his comments" in the sentence, does it mean Prme Minister's comments? or his friend's comments?
Is it able to be determined by grammar?

No. It is a matter of sense/context and - except that the referent is masculine - nothing to do with grammar!
