The woman gently pets the cat.

The woman gently pets the cat. He drives his car carelessly.
Why the adverb is before the verb in the first sentence and after verb (and a noun) in the second one? What does it depend on?

Adverbial position is a complex topic, a full explanation of which would be beyond the scope of this forum.
Note, however, that in many cases there may be a number of possible sentence-positions for any given adverb.

I would advise you, if in doubt, to check each adverb on a case-by-case basis using a good learner's dictionary.
