Does '1' correspond to:
a) Those of us who have passed the exam will be rewarded.

and is

3) I who have lived here for three years have never seen anything like this.
correctly punctuated?

1. No, it is simply an incorrectly punctuated version of (2). (The reference of personal pronouns is naturally exhaustive, and so relative clauses that follow them are always nonrestrictive).
(*Except where the sense is indefinite, as in 'He who laughs last laughs longest', where 'he' = 'any man/person'.)
