Whoever can have a healthy mind is capable of reading other people's minds.
This sentence seems unnatural to me. What do you think?
Is this sentence grammatically admissible?
Whoever can have a healthy mind is capable of reading other people's minds.

It is grammatically possible but semantically strange ('has' would make better sense than 'can have').
