I have made up the sentences below.

(1a) Is there a way to get rid of fatigued-looking eyes when you don't have enough sleep?
(1b) Is there a way to get rid of fatigue-looking eyes when you don't have enough sleep?

​Which form of "fatigue" is correct? Thanks.

Neither.

The second is impossible, while the first is possible but highly unidiomatic (natural expression: tired-looking eyes).
