What does "She shuffles up beside me" mean?

One meaning of shuffle is:

- walk (slowly) by dragging your feet without lifting them

In your sentence, she may have shuffled on her feet to be close to you, or you and she may have been sitting already and she (slowly) moved her body sideways without lifting it to be close to you.
