movie title 'Ella enchanted'
Is enchanted in the sentence is verb and ella is subject? What does the sentence mean?

Your analysis is correct.
I'm not familiar with the film, but it can only mean that someone named Ella (literally) cast a spell on or (metaphorically) delighted someone. I'm sure that, if you watched, the meaning would become clear!

Couldn't it also mean someone enchanted (cast a spell on) Ella?
