Our character: innate or due to living environment?

Our character is formed innate or due to the living environment? Since being born to grow up, we've lived in many different living environments such as family, school, working, society...Why does my character differ yours? You may say because we live in different environments. So, siblings may live in the same living environment, why do they still have different personalities? Does the factor innate affect here? There is a saying that 'everyone was born good' (also 'everyone was born bad'). It means everyone was born the same. They just become different in different living environments. What do you think about this?
