Please tell me which sentence is correct:
1)What time does the cable car system open ?
2)What time does the cable car system start operating ?

Both are possible. It depends whether you are referring to public access (--> open) or movement of parts (-- start operating). The second, however, seems the more plausible/useful sentence to me.
