can i use small with uncountable nouns?

hello! i hope you help me please with my question about grammar.

why is the word "small" used with uncountable nouns like hope and cause but can't be used with uncountable noouns lik "water" e.g. small water is wrong...

These certainly would not be normal collocations. Can you cite any examples of such usage from a native speaker?
