I am confused with whether "~, with ships sailed on it." is grammarly correct or not.
Is it possible, or not?
I want to know the answer with explanation.

Not natural, but you could say either 'with ships sailing on it' (using the intransitive verb form), or (using the transitive form) 'with ships being sailed on it'.
