It should be done by countries possessing enough technical and financial resources (USA and EU for instance)..and on the whole by people/inhabitants through donating and charity.

I think if any country in the world is facing natural disasters, should be helped by the all the countries who are financially stayable (that doesnt particularly depend on USA & EU). And the businessmen and rich men of the country to help the affected and homeless people.

It is worth mentioning that Japan has always suffered from disasters, but its economy is still high among Asian countries and the recovery is so fast that it is dizzying.

In Japan people sometimes want to volunteer but in some cases they cause congestion on roads leading to the disaster zone preventing the professionals from getting there on time. Sometimes it is best to wait a few days and then go and help.
