I wonder when writing article, stories or essays, does 5Ws and 1H have its order to follow? which one should come first in order to write better, more organized?

It sounds like you are on the right track for the traditional format for writing an article. However, the advent of the internet has really changed the palate of readers a great deal. Not only has the style of what people typically enjoy reading changed, but also what publishers now find acceptable, even in print publications.
What you have shared with us is a safe, typical format for an academic piece, but in terms of real-world published articles, the format now depends on what contemporary publisher as well as their readers are looking for these days.
In addition, writing an article is very different from writing an essay since there are subcategories for each.
For example a "persuasive essay" could actually start with a question and debate 2 sides, whereas the other writing pieces you mentioned most likely would not.
It gets complicated!
