Think of a woman who looked frightened.



So, would the verb 'shrug' make sense in the following context:



"She was shrugged holding herself very tightly.#

shrug means raise your shoulders slightly and momentarily to express doubt, ignorance, or indifference. It doesn't relate to fear.

Perhaps you mean something like:

She was hunched over, holding herself very tight.

Thanks Josef for the clarification! It's true that "shrug" doesn't fit the context of fear — "hunched over" better expresses a state of being cowered in anxiety or fear.
