Relative pronoun or complex sentence

It is cold comfort to Mr.X that should his defences fail, Big Tech’s critics will have to concede that digital monopolies are not that invincible after all.

What does the word 'that' refers in the above sentence ? Is it a relative pronoun or it signals a complex sentence structure?

Why there is no conjuction to connect two clauses ('It is...fail' and 'Big Tech's crit...all') ? Is it follows any idiom structure?

'That' here is a conjunction. The sentence is, of course, complex.
