singular or plural verb?

This was a headline in the Daily Telegraph yesterday:

Don't dismiss the 'Boris Bridge', politics – and the country – needs ambition

If it said "politics - as well as the country - needs ambition" I would understand why "needs" is singular. But because it says "- and the country -", I'm not so sure.

Is there a rule that helps here?

Indeed, 'need' would be correct here.
