As much as I know, the fraction is not hyphenated when it functions " noun", but many authors American, British or elsewhere hyphenate it ?
And here are examples and rule I quoted as it is:-
Apply these two rules to all fractions, whether they function as
nouns, adjectives, or adverbs:
Noun: Two-thirds of the children answered the question.
Adjective: A two-thirds majority is required.
Adverb: The work was two-thirds completed.

I can say " most of the examples constructions ( fractions - modifiers) are : fractions followed by of + nouns, so all are ( nouns).

Example :
One sixth of his estate went to his nieces and nephews.​
I noticed it was hyphenated in one book of grammar as :
One-sixth of his estate went to his nieces and nephews.​

This is about a week and I have reviewed at least 50 books of grammar.
The big note I carefully noticed that there are different views between right and wrong.
And here is one of "thousand topics" using hyphen between fractions even their function is noun.
I can upload to here 1000 results or more, for example " Two-thirds of the student were in agreement"
Though the phase fraction " two third" functions noun, many authors hyphenate it.
I don't claim something from my pocket, but the huge chaos in English language I go face to face every day.

it is hyphenated. When, less commonly, individual parts of

fractions, simple.
She has read three-quarters of the book.
Four-fifths of the students are boycotting the class.
I do not want all of your material; two-thirds is quite
enough.
A two-thirds majority is required.

We cut the cake into four quarters; John took three
quarters, and Susan one.
