a) "The local library is poorly furnished because they received little grants from the City Hall, and they only exist due to the people's donations."
b) "The local library is poorly provided because they received few grants from the City Hall, and they only exist thanks to the people's donations."
c) "The local library is poorly stocked because they received limited grants from the City Hall, and they only exist given to the people's donations."
