You can say this if you have no sympathy for someone, esp. if they've caused their own problem.

For example

  • "I got kicked out school for cheating."
    "Bad luck! You knew it was risky."

  • "Your brother can't pay his rent."
    "Bad luck! He'd be able to pay it if he didn't gamble."
