Meaning

You can say this if you're annoyed after being told about something that's wrong or unfair.

For example

  • "We have to leave the best parking spots for exectives."
    "Since when? If I'm here first, I can park anywhere I like!"

  • "The government's helping poor people get health care and education."
    "Since when have they helped rich folks like us, though? It's so unfair!"

Note:
This as a rhetorical question, meaning it doesn't have to answered.
