You can say this if you think something could exist, or be happening, that you don't know about.

For example

  • "Why do we have to use code words on the phone?"
    "You never know who could be listening."

  • "Why do you keep searching with that metal detector?"
    "Because you never know what's there. There could be buried treasure down there."

Note:
Also "you never can tell", as in "You never can tell what's there."
