Simple Present Tense

What does it mean exactly from the following page "the action is general" in relation to the simple present tense? Thank you, Philip. ... resent.htm

"We use the simple present tense when:

the action is general
the action happens all the time, or habitually, in the past, present and future
the action is not only happening now
the statement is always true"

the term 'the action is general' may refer to the general truth
e.g : the sun rises from east
