Which one is the best asnwer for this question :

They think he is a wealthy man

a. He is thought a wealthy man or

b. He is thought to be a wealthy man

B: He is thought to be a wealthy man. ( think = is; v1 = v2 ==> present)

Yes, you need "be" in "He is thought to be a wealthy man", in the same way as you need the present of "be" in "He is a wealthy man"- "He a wealthy man" is obviously wrong.

I don't think it's very useful to tell students that this is the passive, as it has little in common with "Wine is grown in Southern France" and "The television was invented by Baird". It's less confusing just to teach it with other similar forms like "He is said to..." and even "Apparently..."

They think he is a wealthy person.

In this sentence there are two verbs, we can make its passive by two kinds
either it may be -
It is thought that he is a wealthy person.
or
He is thought to be a wealthy person.

The verb : think : is changed into is+V3rd
and the verb : is : (is the form of verb 'be') is changed into to+be

Would is used mainly for present and future tense not past.
