What is "out there"? I guess it is an American idiom--maybe meaning "at some uncertain place". I am always puzzled by idioms. Maybe somebody could give me some advice on how to learn idioms or provide me with an online idiom dictionary for me to consult. Thanks a lot.
Idioms cannot be learned, they can only be remembered. Idioms are very tough and we use it practically everyday. "Out there" can mean an uncertain place like you stated but it can also mean outside. "It's raining cats and dogs out there."
