how to understand the two "as"

I met this sentense in a textbook, it says " for long distant transmission, it is desirabl to use as high a voltage convertion as can be accomplished by a transformer". I don't know what the first as means, as for the second as, I take it as which, I am not sure if i am right. Thanks for any help.

as high a voltage convertion...= to the maximum
of high voltage that can be accomplished by a transformer.
