Julie to her neighbour: Yes, it was me who started that ugly rumour about you. I'm sorry.
Julie confessed (to) starting an ugly rumour about her neighbour.

I came across the sentences above on the Net the other day.
Is the second sentence correct as written, that's, is 'to" after the verb confess optional or obligatory?
