Imagine you have two items to compare for example two washing machines made by two different firms. You would measure one against the other.
In this instance you are not referring to size you are measuring one machine's capabilities against the other.

You can understand the word "measure" here as a noun. It means the solution or method to prevent/against a serious problem(crime)

For example: Our goverment must take strict measures against contraband.
