1. I don't approve of the way he shouts at the children.(It)
 It's not nice the way he shouts at the children.
 It's impossible to approve of the way he shouts at the children. (if you have to use the same verb)

2. They have security guards so that people won't try to steal.(Discourage)
 They have security guards to discourage people from stealing.

Discourage + noun or noun phrase.
Discourage + somebody + from + verb(ing)

How about 'It's not nice of him to shout at the children'?

That's great.

I tried to keep the sentence as close to the one tqth suggested as possible.

I see. Really 'It is not nice the way he shouts at the children' sounds strange to me. Do you think 'the way' is at its correct position in the sentence? And what does it function?

It's not really a strange sentence, but it's not so common. Maybe you just haven't used it much.

It was one more example of the way the original sentence could be modified using the word 'it'.

'the way' means his manner of doing something. In terms of meaning it's like saying 'the fact that'.

I hate the fact that he shouts at children.

This structure is a little more clumsy and 'the way' is more natural.

I understand the meaning but I was wondering about the structure. How about 'it is not nice of the way he shouts at the children'?
