As you say that all complete verbs have "ing" form.
Here what do you mean by "complete verb"?
Also , as you say that it "may" funtion as gerund.
IS there any doubt?
I have one doubt.
The verb "forget" ahs ing form i.e "forgetting". Can "forgetting" be used as gerund(Noun).
