at/in

Sir,

1.His professor , Le fonte, at Presidency colllege at Kolkata, taught him science.


2.HE was appointed professor at Presidency college in Kolkata.


In(1) "at" has been used before "both" places.

In(2) it is different.

Please explain it.

Only #2 represents standard usage: place-names are normally prefixed by 'in', not 'at'.
