Hi,
I was watching Harry Potter 1 and there was this letter by someone giving Harry the invisibility cloak.
"You father left this in my possession before he died.
It is time it was returned to you"
I don't understand why it should be "it was returned to you" instead of "it is returned to you".

Present or Past tense.

After the expression It is time (that)..., the past tense, not the present, is needed.
